Sets up center to prote
networks and government
information system in Dubai
Sheikh Mohammed also issued Law No.
(11) of 2014, on the formation of Dubai
Centre for E-Security’s Board of Directors,
under the chairmanship of Mohammed
Dhaen Al Qamzi.
Law No. 11 of 2014 has specified functions
of the Centre regarding government infor-
mation security in Dubai, including setting
up the emirate’s policy in the field of gov-
ernment information security, implementa-
tion and setting up of the necessary regu-
lations to ensure e-security in the emirate,
in addition to overseeing and preparing a
strategic plan to address any risks, threats
or attacks on the government informa-
tion in coordination with the competent
government departments. It also aims to
ensure the efficiency of security systems
in place for communication networks and
information systems at government enti-
ties and oversee their compliance with
implementing information security require-
ments issued by the Center and follow up
on their implementation.
The center will combat cybercrimes of all
its types and coordinate with government,
regional and international organizations
regarding the center’s work field, as well
as providing technical and logistics sup-
port to all government entities in Dubai. It
will receive complaints and suggestions
pertaining to e-security in addition to pre-
paring and funding studies and research
necessary for e-security development in
the emirate in coordination with govern-
ment agencies.
Other functions of the Center include put-
ting in place the necessary controls after
coordination with government organiza-
tions to permit import and export activities
and the use of encoding and jamming de-
vices and software. It will provide services
to inspect vulnerability of communication
networks and information systems as well
as proposing regulations on e-security
and spread awareness on its importance.
It will hold and participate in conferences
and seminars and cooperate with relevant
regional and international organizations.
Article 11 of the law holds all data and
information provided by govern-
ment agencies to the Center
pertaining to its mission confi-
dential. The Center or any of its em-
ployees may not disclose it to third par-
ties or use it in any uncalled for purposes.
Article 12 requires government organiza-
tions and individuals to follow rules, stan-
dards and controls issued by the Center
in the digital information field as well as
provide all information and data required
by the Center to perform its task.
The law also required government or-
ganizations and individuals to provide
e-security requirements according to the
provisions of the law and its relevant de-
cisions. Government agencies should set
in place the regulations, rules and plans
necessary to achieve e-security and seek

Sheikh Mohammed bin Rashid Al Maktoum, in his
capacity as Ruler of Dubai, has issued Law No. 11 of
2014, establishing the “Dubai Centre for E-Security”.
The center will be a corporate body and enjoys legal
status, financial and administrative autonomy. It aims
to protect information, communication networks and
government information system in Dubai. It also aims
to develop and modify the use of necessary means in
the e-security, and develop efficient ways to save and
swap information among all government authorities
in the emirate.
