mGovernment: A Documentary
In a TV interview, Hamad ObaidAl Mansouri,
the Deputy Director General of Information
and e-Government Sector at the Telecom-
munications Regulatory Authority (TRA) dis-
cussed the formation of a government team
working on the implementation of a national
plan to achieve the UAE smart government
goals. The plan is expected to be launched
in September 2014. “We are coordinating
with various public agencies at federal and
local levels to implement a national plan for
achieving the UAE smart government goals
and to contribute in developing fast transi-
tion standards,” he said. He pointed out that
the national plan is expected to kick off in
September 2014.
He explained that, “TRA has recently com-
pleted over 12 training courses at the smart
government sector for the local government
agencies and university new graduates. This
comes within framework of qualification for
the smart government requirements and
goals”. He indicated that there are significant
growth and development stages in the smart
services and applications of the government
agencies, which currently reached nearly
103 applications, including 700 smart ser-
vices on smart phone stores, compared to
73 applications only two months ago, when
the app store for smart government services
was launched.
He stressed that, “TRA is currently working
on holding intensive meetings with many of
the concerned parties to offer an overview
of this plan, assess the infrastructure level
of the IT sector, discuss the procedures to
achieve smart transition and agree on mutu-
al cooperation to develop an implementable
roadmap that includes many initiatives
based on the latest trends and best appli-
cable procedures in this regard”.
Hessa Buhumaid, Executive Director – Gov-
ernment Services Sector – Prime Minister’s
Office, Ministry of Cabinet Affairs said that,
“the coming stage includes the activation of
cooperation across various agencies and
departments at the federal and national
levels, with the aim to consolidate efforts
and achieve highest levels of coordination
and cooperation throughout the state”. She
pointed out that this includes the creation of
a national action team capable of achieving
the leadership goals and its vision namely
the happiness and satisfaction of customers
from various groups, residents and visitors.
The Documentary “mGovernment” deals
with the objectives sought out by the mGov-
ernment initiative such as promoting and
reinforcing awareness of government agen-
cies to benefit from mobile phone services
and the implementation of best technolo-
gies in services. This should encourage
them to offer the best they have and even
develop their services to highest standards
based on creativity and
innovation and clear
understanding of needs of citizens and all
customers to meet their needs and aspira-
tions. Government agencies should also be
able to provide quality services as goods as
the ones available in the private sector by
sharing expertise with distinguished entities
in mobile device applications throughout the
world. Ultimately, UAE government agen-
cies will be encouraged to implement the
mGovernment initiative.
The film features examples of
services that can be used on land, in air and
at sea. The film is also supported with some
statements made by His Highness Sheikh
Mohammed bin Rashid Al Maktoum, UAE
Vice-President and Prime Minister and Ruler
of Dubai such as “The function of mGovern-
ment is to achieve the happiness of society,
provide jobs and opportunities and facilitate
people’s lives”. I was the future government
to be like hotels and airlines, working around
the clock, 24/7.
