The 2014 Dubai Government De-
velopment Agenda includes the
development of 50 primary govern-
ment services. Once the agenda has
been announced, all government
entities in Dubai shall comply with
its schedules towards elevating the
level of their services. This is in line
the country’s leadership’s vision to
facilitate peoples’ lives, bring happi-
ness to them, reach to all members
of the community and offer them
government services utilizing vari-
ous innovative mechanisms, such as
the latest applications to link all local
government entities, partnering with
the private sector and the public.
His Highness Sheikh Hamdan said:
“We, in Dubai Government, under-
stand that the vision of His High-
ness Sheikh Mohammad Bin Rashid
Al Maktoum is keeping up rapidly
with rising pattern, and therefore
we had to keep up and launch the
Dubai Government Number One
Agenda. On this occasion, we renew
our pledge to our leadership to be
the ‘Number One’. This cannot be
achieved unless all government de-
partment combine efforts to pull off
the desired objective”.
During the ceremony, the govern-
ment entities that qualified for the
category of “Best Smart-Phone Gov-
ernment Service” were announced,
as well as the winners of Hamdan
Bin Mohammad Smart Government
Programme Award in the supporting
categories and the initiative voted
winner by public.
Ahmed Abdulsalam Kadhem from
Dubai Customs was honored in the
‘Best Development Leader’ category,
while Dubai Municipality’s develop-
ment team won in the category ‘Best
Development Team’. The ‘Best Ser-
vice Star’ award went to Mohammed
Al Jeshi from Dubai Airports Com-
pany, Atiqa Musbeh Al Dhahiri from
Dubai Police General Headquarters,
Sheikha Mohammed Al Emadi from
Dubai Elecricity & Water Authority,
Zubair Ahmed Shiekh and Anas Ab-
dul Rahman Khalifa from Dubai Mu-
nicipality. Meanwhile, the ‘Best Ser-
vice Centre Manager’ award went to
Hana Ali Al Belushi from DEWA.
The ‘Best Service Center’ award
was given to Bur Dubai Police Sta-
tion, while Dubai Roads and Trans-
port Authority’s (RTA) Express Metro
initiative won the ‘Best Government
Service’. Dubai Municipality’s con-
struction permits initiative won the
‘Best Government Interoperable Ser-
vice’ and RTA’s vehicle registration
renewal initiative won the ‘Best Part-
nership with Private Sector’ award.
Dubai Police General Headquarters’
‘Unified Service Center System’ won
the ‘Best In-house Cooperation for
Service Development’ award, while
RTA’s NOL recharge initiative won
the ‘Best Partnership with the Public’.
DEWA’s application, RTA’s “Wojhati”
and “Dubai Police” app reaped the
‘Best Mobile Government Service’.
The ‘Best Mobile Government Ser-
vice’ award also went to “Definitely
Dubai” app of Dubai Authority for
Tourism and Commerce Marketing,
and “Jafza Mobile App” of Jebel Ali
Free Zone Authority.
Winners of this category on Dubai’s
level will be qualified to compete for
the same category on federal level.
Meanwhile the ‘Public Opinion’ cat-
egory award went to the RTA’s Metro
Express initiative.
The “Public Opinion” category is a
new initiative counting on a new ap-
proach to evaluate public service
by public vote; eligible voters are
citizens and residents of Dubai and
they will get the opportunity to vote
for the best development initiative
in Dubai Government. The initia-
tive aims to engage the public in the
service evaluation process which is
considered a real indicator to assess
public services and the development
occurred over time. Over 25,000 citi-
zen and resident posted their vote in
this year’s evaluation.
