The late
Sheikh Khalifa bin Zayed Al Nahyan launched the Political Empowerment
Programme on the occasion of the 34th National
Day in 2005. The
programme aims to create the necessary conditions for citizens to participate
and contribute more; it also serves to strengthen the role of the Federal
National Council and enable it to be a supportive and guiding authority for
the executive authority, and to be more effective and in touch with the
issues of the country and the concerns of its citizens. It seeks to promote
the values of participation and the Shura approach, but through a gradual
approach. From this
standpoint, the UAE is moving at a steady, gradual, and calculated pace in
the field of political development, in line with the nature of Emirati
society, which believes in the values of participation and shura as means to
achieve comprehensive development and fulfilling the vision of our wise
leadership to strive for excellence, meet the aspirations of Emirati
citizens, and develop the process of political participation in the UAE in
planned stages. Ultimately, the programme contributes to creating a political
culture that drives progress and deepens national loyalty. Objective

is working hard to educate the Emirati community about the importance of
political participation and to increase their awareness about parliamentary
