The Higher Colleges of Technology is working today on developing a work base for the transformation towards preemptive services in education, meeting students' needs and preferences. This is in line with the vision and directions of the nation's wise leadership, especially with regard to digital transformation to support the quality of services, sustainability and wellbeing

HCT has the competencies, tools and expertise required to enter the world of 'preemptive services' and, as such, it is giving high priority to achieving this transformation in student-oriented services, so that it supports the facilitation of HCT's academic affairs and student life services. In this transformative process, the institution has the full support and guidance of the Government Services Development Department at the Prime Minister's Office to enhance government services for the welfare of the community and customers 

From July 2022, HCT started to transform the 'Student Transcript Request' service into a preemptive service, available interactively and continuously over the course of a student's academic years, using Blockchain technology. This has made HCT the first federal higher education institution in the country to move towards preemptive services delivery. In the past, students had to submit an application for this service and the subsequent process took about five working days to be completed. It required more than 16 employees to enter and prepare the data for students, in addition to printing the transcripts, which consumed more than 15,000 sheets annually. Now, all these numbers are zero, and this service is offered to the students before they request it! They can get it from anywhere and at any time they wish, via any electronic device. This is the beginning of a transition to preemptive services and the future is coming with more digital transformation to ensure outstanding performance and high-quality government services
