Telecommunications and Digital Government Regulatory Authority is responsible for developing infrastructure and strategies that drive the process of digital transformation at the federal level. Department of Government Enablement is responsible to lead the digital future of Abu Dhabi. Dubai Digital Authority is responsible for smart and digital transformation and information security in the emirate of Dubai.
Telecommunications and Digital Government Regulatory Authority (TDRA) is responsible for formulating and implementing digital transformation strategies at the federal level. Its role includes proposing relevant legislation and policies, as well as preparing, implementing and managing programmes and projects related to digital transformation. TDRA operates in accordance with the international best practices and aligns with the UAE’s National Digital Government Strategy 2025.
Thus, one of the key roles of TDRA is to enable other government entities in the field of digital transformation. This includes establishing a unified digital portal for government services and achieving a comprehensive and integrated digital transformation.
The UAE’s National Digital Government Strategy is in line with ‘We the UAE 2031’ vision, particularly in its government pillar, which aims to establish the most pioneering and superior system for providing the best government services in the world.
In September 2020, the federal legislator amended the regulation of the telecommunication sector and added ‘digital government’ to TDRA’s functions. This amendment strengthened TDRA’s role in leading the national digital transformation by granting it direct and comprehensive legal competencies.
In July 2022, the UAE Cabinet issued a decision to establish the ‘Higher Committee for Government Digital Transformation’. This committee is responsible for guiding the federal entities, enhancing their readiness in digital transformation and improving their efficiency in using infrastructure and digital assets.
H. E. Engineer Majed Sultan Al Mesmar, Director General, TDRA executes the role of Chief Information Officer (CIO) in the UAE. As the CIO, H. E. Al Mesmar oversees the implementation of national projects and initiatives that are aimed at achieving the digitalisation of the country.
Department of Government Enablement - DGE is the entity responsible to lead the digital future of Abu Dhabi. It works with all government partners to deliver services and build ecosystems, that enrich quality of life and multiply opportunities for business and personal growth.
DGE enables, supports and delivers a digital government that is proactive, personalised, collaborative and secure through innovation programmes and global and local partnerships.
It supervises the establishment of customer service centres, which offer smart and integrated services, and support Abu Dhabi’s digital transformation through establishing and ensuring the implementation of strategies, policies, standards and enterprise architecture for increased government performance.
It delivers digital services, platforms and channels and implements applied intelligence, shared government and cybersecurity solutions for government entities.
DGE works on the following domains:
Dubai Digital Authority (DDA) is Dubai Government’s entity responsible for all matters related to information technology, data, smart and digital transformation and information security.
Smart Dubai Department, Smart Dubai Government, Dubai Data Establishment, Dubai Electronic Security Center and Dubai Statistics Center will operate under DDA. DDA has both, its own judicial identity and legal authority.
Dubai Digital Authority is aimed at further enhancing Dubai's smart and digital transformation, providing high-level digital services to both individuals and businesses, and maintaining the highest standards of cyber security.
DDA is also responsible for developing, approving and managing policies and strategies for advancing the development of this vital sector.
Furthermore, DDA is mandated to drive the digital transformation of the government across key areas including government services, shared government solutions, data management, cybersecurity, and ecosystem and governance.
