ICT Development Index


The UAE has achieved a score of 96.4 out of 100 in the ICT Development Index (IDI) 2023, exceeding the global average of 72.8.

The IDI measures the level of development in the information and communication technology (ICT) sector in 169 economies. It comprises two main pillars:

  1. Universal connectivity – this pillar includes indicators such as:
    • proportion of individuals who used the Internet from any location
    • households with Internet access at home
    • active mobile-broadband subscriptions.

  2. Meaningful connectivity – this includes indicators such as:
  • percentage of the population covered by at least a 3G or 4G/LTE mobile network
  • mobile broadband Internet traffic
  • fixed broadband Internet traffic
  • mobile data price
  • percentage of individuals who own a mobile phone.

These pillars assess the extent to which connectivity is universal and meaningful (PDF, 670 KB) around the world. They focus on ensuring everyone has the opportunity to enjoy a safe, satisfying, enriching and productive online experience at an affordable cost.

The UAE earned a full sore of 100 in the universal pillar and 92.8 in the meaningful pillar.
