Dubai Health and Telecommunications
Authority signed a quality understanding
memorandum through which the response
team of the national computer emergencies
in the telecommunications Authority is
responsible of providing the highest levels
of safety and security in the database and
confidential information of Dubai Health;
providing all the required support to save
the Authority data from any possible risks
or problems that may cause its abruption or
availability or its usage in an unaccredited
and untrusted way.
The agreement was signedbyHis Excellency
Hameed Mohammed Al Qatami, Chairman
and General Manager of Health Authority in
Dubai and from the Telecommunications
Regulatory Authority, His Excellency Hamad
Obeid Al Mansouri, General Manager of the
Authority with the presence of a group of
heads from both parties.
The understanding Memorandum has
defined the cooperation domains between
‘Dubai Health’ and ‘Telecommunications
Authority’ regarding the information
security and the coordination mechanism
to exchange the data and provide the related
departments in the Health Authority with
the Alarms and notifications regarding the
electronic risks including the hackings and
viruses in addition to responding to any
emergency case.
In accordance with the understanding
memorandum, the cooperation horizons
extend to include guidance, education and
awareness. The national response team shall
supply Dubai Health with guidance and
provision of the preliminary consultations
about the possible threats and the weakness
points to help the Authority in reaching to
better results toprotect theAuthority systems
and its database. Moreover, the response
team shall work as a communicator to
coordinate all the connections with the
authorities and response teams of the
computer emergencies on the national and
international level.
At the same time, the national response team
in the Telecommunications Authority shall
be responsible of following and monitoring
the protection of the data and information
of Dubai Health from any electronic
security accidents, in addition to searching
and analysing the risks related to the new
techniques and providing a higher level of
protection and measuring the information
security quality in Dubai Health.
HisexcellencyHameedAlQatami confirmed
that the transition operations witnessed by
the Authority within the comprehensive
development vision of Dubai relies on a
collection of electronic and smart systems
and a supporting database for planning and
decision making.
However, in light of the consecutive
international
inventions
in
the
telecommunications
and
information
technology and techniques and the
accompanying risks, it is deemed fully
necessary to take all the precautions that
guarantee the safety of the Authority data.
Furthermore, it was important to take
advantage of the incredible capabilities of the
Telecommunications Regulatory Authority
and its national specialized team in saving
and protecting the data.
His Excellency pointed that the Authority is
keen to strengthen the cooperation aspects
with all its strategic partners headed by the
Telecommunications Regulatory Authority
which is considered one of the international
leading authorities in the field of information
security
and
telecommunications
technology and one of the distinguished
national institutions with outstanding
achievements.
Al Qatami mentioned that Dubai Health
depends in achieving its objectives on
the distinguished relations connecting it
with different institutions and authorities
that do not save any efforts to support
the development initiatives and projects
adopted by the Authority in order to reach to
a healthier and happier society.
His Excellency explained that the Authority
is highly appreciating the efforts of all the
partners, particularly the great attention paid
by the Telecommunications Regulatory
Authority in the Health Sector in Dubai,
and its continuous pursuit to provide all
the means that guarantee the information
security and safety and encountering all the
possible electronic risks.
From his side, His Excellency Hamad Obeed
Al Mansouri said: ‘the critical interference of
the telecommunications and information
technology sector in all the different aspects
of life, particularly in the domain of the
government services in the era of the Smart
transfer and UAE vision 2021 which includes
maNy huge initiatives, in particular the
Smart City and what we have seen I Gitex
Technology Week 2016, impose a lot of
challenges on the Authority in securing the
electronic space of the country, guarantee
the information security and safety, and its
continuous flow.
Al Mansouri clarified that reaching to a
secured information environment requires
mutual efforts and continuous coordination
between all the parties, noting that the data
flow or its disruption because of any reason
shall affect the level of theworks and services
and the security of the country and citizens
because of the big reliability on technology
in the daily life.
