His Excellency Hamad Obeid Al Mansouri,

Regulatory Authority confirmed that the
Award gains year after a year a regenerated
big rush and it has become the attention
and concern of talents and intelligent
creators in the domain of developing the
smart applications which in its turn crafts its
leading presence.
His Excellency considered the Award as the
basic pillar in supporting the innovation
culture and creativity in the domain of
information technology, which constitutes
and practical translation to the visions of
United Arab Emirates, aiming at providing
the government services to all customers
through the smart phones.His Excellency
Hamad Al Mansouri highlighted that what is
distinguishing the tournament of this year is
that itmerges thedifferent levelsof theAward
in order to open a competition chance for
the national institutions to directly compete
with its counterparts from the Arab Region
and the World.
His Excellency Continues by saying ‘we are
completely confident that this step will have
a very deep positive effect in motivating the
government institutions to propose ideas
and solutions that canprove its presence and
towhat limit such solutions and applications
are effective on theword level. This tendency
comes within the exerted efforts to enrich
the award with more and more novelty’
From the other part, Hissa Issa Bu Hamed,
General Manager Assistant for the
government services and entrepreneurship
in The Prime Minister’s Office in the Cabinet
confirmed that the adjustments that were
made on the Award reflect the success,
the development and the increase of the
international participation in the Award
throughout the previous cycles and asserts
the UAE position as a supporter of the
innovative ideas.
She said: ‘the Award that is organized in
cooperation with the Telecommunications
Regulatory Authority personifies the insights
and visions of UAE Vision in reinforcing the
national efforts and achieving integration
in the roles between the Government
authorities for best results.
She referred that the Award has become an
international platformfor the best inventions
in the services presented by Mobile and a
racing track for the developers’ competition
in providing effective services to achieve the
clients’ happiness.
The participations evaluation process goes
through many phases. After receiving and
sortingtheparticipations,aneutralarbitration
committee that includes experts in the
domain evaluating the Smart applications
and its usage in the government work is
formed to decide between the competing
applications and choose the best.
The evaluation of the participating
applications in the competition is subject to
three main criteria which are: the efficiency
and functionality which constitutes %40 and
measures the functionality and capability of
the application in solving a certain challenge
shown in opinions and suggestions of
the customers, adding the ability of the
application in presenting more professional
and competent service.
The criteria of Friendly Use constitutes
another %40 from the evaluation. It evaluates
the basic functions of the application (the
main functions), the support methods and
the options provided to the user while the
creativity criteria has %20 and it is allocated
for the evaluation of the mechanism of the
solution presentation in an extraordinary
creative way that has not been suggested
before and how it contributes in making
a tangible change in improving the
mechanism of providing the service and the
customers experience.
Thecycleofthisyearwitnessesacompetition
within nine sectors namely; Health,
Education, environment, social affairs,
security and safety, tourism, commerce and
economy, transportation and infrastructure
and the comprehensive application.
The Award is
