These techniques shall contribute in

accelerating the construction process

and increasing the productivity levels by

reducing the need of the limited skilled

labor in the construction site. Moreover, it

will increase the default age of the buildings

since the prefabricated components are

manufactured in a perfect environment

and developed methods by using modern

devices with high quality standardized

specifications to facilitate its monitoring and

confirm the quality.

Great advantages

The field studies conducted by the National

Program to improve productivity in the

Federal Demographic Council showed that

the implementation of the indicator shall

have a positive effect in reducing the foreign

limited skills labor since the construction

labor occupies more than 25% of the foreign

labor in the country.

However, more than 80% from the sector

labor is categorized within the limited skills

labor with low productivity levels.

The advantages of applying the indicator

include the reduction of the project’s cost,

the accomplishment duration and the

percentage of human mistakes in addition

to decreasing the waste and pollution

percentage in the construction sites.

Moreover, it shall increase the demand on

the products of the national factories in the

modern construction techniques sector,

the investment in this sector and creating

quality nationalization opportunities for the

nationals in this domain.

Welcoming the initiative

The construction companies welcomed the

launching of ‘Smart Buildability’ indicator

since it shall reduce its need of the limited

skilled labor and the accompanying

challenges including training, qualifying

and the other costs such as accommodation,

transportation and others. On the other

hand, it shall accelerate the accomplishment

of projects. Meanwhile, the municipalities of

the seventh emirates are highly optimistic

with the indicator advantages including

the encouragement to adopt modern

construction methods that shall reduce the

mistakes in the construction process and the

emerging dangerous consequences.

The indicator will be applied within the

approval procedures on the building’s

design. Themunicipalitywill request designs

that require the minimum limit of using

the modern construction techniques. The

implementation will be conducted gradually

from 2017.

In the first stage, the implemmentation

will be on the construction projects with a

construction distance of more than 2000

square meters.

It is worth mentioning that the ‘Smart

Buildability’ indicator was developed by

specialized engineers from the Ministry

of

Infrastructure

Development,

country municipalities in consultation and

cooperation with the private sector including

consultants and construction companies.

The development process of the indicator

included the evaluation of a number of

existing

projects

inorder to

know the

minimum

appropriate

limit of the

indicator

in

the first stage ,

then apply it with

the study of the

productivity ability

of the specialized

national factories pre

– construction and

the modern systems to

consider the reality of the

construction sector and

confirming the availability of

the supply with the increasing

demand to avoid the increase in

the prices.

While setting the minimum limit

of the indicator, the graduation

shifting towards the modern systems

was taken into consideration in order

to avoid imposing big pressure on the

sector and pushing it smoothly towards

the country targets and increasing the

productivity and competitiveness levels.
