sion Makers; and Employees, being
the ones on ground. For employees
we have designed a 4-day training
scheme for each of our four domains.
All these segments will receive the
same programs but in different meth-
ods and durations. For example; de-
cision makers programs will be short
considering their work schedules and
responsibilities, while, employees’
ones can be longer. We will be able
to give employees a comprehensive
detailed scheme on mGovernment,
their responsibilities, objectives of
the program, our expectations, pos-
sible collaboration domains among
us..etc.
Any levels defined for the programs?
Of course; an employee will part of
one of these four domains based on
assessment and nomination by his/
her entity. There are two levels; be-
ginners and advanced.
Each government entity plays an
important role in mGovernment
transformation. Delivering a service
to a customer through a smart app
requires a lot of efforts. For exam-
ple; to obtain a birth certificate for a
newborn baby, a client needs to go
through many steps which follow a
certain order, and to transform all or
big part of them into a smart app, a
numerous amount of work will have
to be done, which certainly needs a
highly competent employees to do.
Have you started executing the
program yet?
TRA has set the first three months for
preparing a study for content devel-
opment, where we are defining ob
-
jectives and analyzing achievements
of service providers in implementing
mGovernment goals of TRA’s road-
map, so as to develop a content that
suits the UAE and then start online
registration.
What are the topics to be covered
within the 4 domains?
IT and Network training will cover: In-
tegrating existing infrastructure and
developing it to suit mobile technolo-
gy; Technical requirements and serv-
ers components to be developed,
memory, processors’ power to sup-
port the highest number of concur-
rent users; Developing a high speed
networks through establishing part-
nerships with network service pro-
viders; Using certain protocols; Un-
derstanding security requirements to
design smart phones payment; Pay-
ment through virtual currency and
other exchange available technolo-
gies, like NFC and SMS; and Train-
ing on programming languages such
as XML and JSON.
Application Developers training pro-
grams will cover: Development of
software and apps using iOS and An-
droid systems; Using Static Analysis
Tools to develop high quality apps;
Using Geo-Location feature while
developing apps; Using HTML5 and
SMS technology to improve user ex-
perience; Issuing a high performance
Application Protocol Interfaces us-
ing Load-balancing and Application
Acceleration; and Best practices in
designing apps interfaces in terms of
users interaction.
Information Security employees pro-
grams will include: Standards to se-
cure smart phones against security
breaches, such as the Multiple factor
Authentication and Hardware-Sepa-
rated Encryption; Integrated informa-
tion security framework to develop
mobile platforms; Risks of apps
that require permissions to access
programs and documents on smart
phone during approval process; Data
Classification and defining the best
places to save the data; Deactivating
data access feature in case of mobile
phone loss; Security specifications in
smart phones, Hardware-Separated
Tokens, and methods of extending
the public key infrastructure PKI to
be used in mobile technologies.
Managers programs will cover:
mGovernment strategy in relation
with other strategic initiatives, such
as eGovernment and Smart City;
mGovernment Guidelines and Road-
map; Basic factors for selecting the
best technological solutions for a
distinguished user experience, such
as type of information (Offline, Real-
time use); Balancing between tech-
nology requirements and user expe-
rience; Cross-border Risks and data
that can be obtained using Mobile
Digital Certificates.
Contents of these programs will be
developed throughout the project
based on feedback and gab analysis
which the work team aims to accom-
plish in cooperation with several gov-
ernment entities.
What about the Academy and its
objectives?
The Academy is aimed at providing
ICT national competencies skilled
enough to work in mGovernment, a
matter which will also support Emira-
tization process.
The academy will target federal
and local government employees to
serves the realization of UAE Vision
2021. It will provide a wide range of
training schemes covering networks,
operating systems, apps and devel-
opment, focusing on sectors like ICT
and information security.
