His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice-
President and Prime Minister and Ruler of Dubai, mentioned the offi-
cials of the federal and local agencies in a retweet of an original tweet
on his Twitter account 690 days ago. In the tweet, he promised a fare-
well party for the officials who failed to abide by the smart transition
schedule.
Through this tweet, Sheikh Mohammed charts out a new strategy and
approach for a great leader. He created a route that marks the sources
of happiness in the country of happiness, causing all officials to look
at and benefit from this lesson, a lesson that sets the highest levels of
monitoring techniques of government performance.
This wise and inspiring leaders celebrates the distinguished and com-
mends their achievements. At the same time, he holds those who failed
to achieve results accountable for their deeds or lack of action. This
approach is key to the success of this huge project.
Many government agencies were in a state of high alert, working around
the clock to implement the smart transition process by 22 May 2015.
This comes in line with achieving the vision of His Highness Sheikh Mo-
hammed bin Rashid Al Maktoum, when he said, “the future government
would never sleep; it would work around the clock, would be hospitable
like hotels, fast in its transactions, and strong in its procedures. The
future government will be creative, responsive to change, innovative in
its solutions for all challenges, would facilitate people’s lives and grant
them happiness”.
This issue of mGov magazine gives a brief overview of the achieve-
ments of federal and local agencies in the mGovernment initiative.
The agencies were keen on offering the best practices and services that
contribute in achieving the vision of the future government, which plac-
es the happiness of the people as its top priority. Results have shown
that several government departments and organizations have already
achieved remarkable results in the transition into smart services to be
accessible to their customers, and employees.
Several government entities have completed the smart transition, in-
cluding the Dubai Electricity and Water Authority (DEWA), the con-
sumer protection services at the Ministry of Economy, and the General
Authority of Youth & Sports Welfare (YSA). The Ministry of Interior has
completed 95% of the transition with a total of 339 services. It was able
to transition 323 services into smart services. The Ministry of Health
achieved 60% of the transition, with a plan to reach 100% by the end
of 2015.
In this 20th issue of the mGov magazine, experts say that average
priced smartphones ranging between 300-600 AED made up 50% of
sales in the UAE market in Q1 2015.
This category of phones raised the monthly average of phone sales in
the UAE from 500,000 units in 2014 to 600,000 units in Q1 2015. This
category alone, represented 80% of this growth.
