to rally the required support through the
diplomatic channels in collaboration with all
the member countries of the ITU so that the
largest number of votes would be collected.
Answering a question on the mechanisms
and methods that were put forward to sup-
port the Arab candidates, Bin Hammad said
the UAE submitted a working paper during
the meeting of the Arab Telecommunica-
tions Ministers Council in Algeria in 2013
and the council endorsed a decision related
to the mechanism of co-ordination for sup-
porting the candidates.
As for the TRA strategy in case of winning
the membership of a radio communication
council, Bin Hammad affirmed that the TRA
would continue to work and exert efforts to
bolster the UAE participation in this dedi-
cated council and would work as one team
with the other elected members.
The TRA’s proposal to install a technology
to keep track of civil aircraft to prevent di-
sasters is expected to raise a controversy
in the coming conference, considering that
this issue is directly related to another con-
ference on radio telecommunications con-
ference, he said, adding that a decision on
this proposal, however, is expected to be
issued.
Answering a question on whether the UAE
will be able to adopt this proposal individual
through its airlines if it has been rejected or
postponed, Bin Hammad said that airlines
operate under the directives of Civil Avia-
tion Organization and that the ITU and the
civil aviation are partners and can develop
solutions and hence this proposal cannot
be implemented individually.
As for the UAE qualifications to win the ITU
membership, Bin Hammad affirmed that
that the UAE enjoys a prominent status in
the ITL, thanks to its support of the telecom-
munications sector worldwide, not to men-
tion its role in hosting significant internation-
al activities in this connection. The UAE has
also great and remarkable contributions to
the study committees and all the meetings
held by all the ITU sectors, he said, adding
that the UAE has effective contributions to
the studies issued by the ITU.
Bin Hammad attributed his great confi-
dence that the UAE would win the confi-
dence of the members and win the mem-
bership to the fact that the UAE has such
contributions that would strengthen its posi-
tion, considering that the UAE chaired and
hosted high-rank international assemblies
on communications that were held for the
first time in the Middle East Region and that
the UAE, represented by the TRA and its
strategic partners would continue to partici-
pate effectively and tirelessly in all the orga-
nization’s activities.
Bin Hammad affirmed that the UAE is
ready to shoulder this responsibility, noting
that Zayed’s people imbibed determination,
challenge and how to shoulder responsibili-
ties in order to secure advanced positions
and promote their country.
Talking about the direct benefit that the
UAE will gain from winning the two mem-
berships, Bin Hammad said the member-
ships would consolidate the UAE position
and promote its name in major international
assemblies in line with the UAE Strategic
Vision 2021.
As for the most significant initiatives and
recommendations that the UAE would
launch during its participation in the activi-
ties of the Plenipotentiary Conference to be
held in Busan, South Korea, between Oc-
tober 18 and November 8, 2014, Bin Ham-
mad said the UAE would launch a number
of significant issues including the need to
enhance the role of the youth in commu-
nications and the role of the ITU for those
with special needs and Internet issues.
The TRA’s strategy in case of winning the
membership of one of the radio commu-
nication councils would include bolstering
the UAE community participation in the ITU
activities for the upcoming period and also
enhancing the efforts exerted to promote
the UAE’s participation in this dedicated
council.
