The UN E-Government Survey 2020 (PDF, 16 MB) focuses on the role of countries in serving the UN’s Sustainable Development Goals 2030 - Leaving no one behind and the role of digital transformation programmes in narrowing the gap between the various segments of the society. The survey addressed government programmes around the world in engaging customers in developing services, policies and programmes for everyone’s benefit.
Aiming to leverage the global experiences and benchmarks to develop digital transformation in Arab countries, Telecommunications and Digital Government Regulatory Authority (TDRA) translated and then, along with the United Nations, issued the official Arabic version of the UN E-Government Survey 2020 (PDF-10.7 MB)
TRA’s partnership with the Department of Economic and Social Affairs at the United Nations (UNDESA) in the production and dissemination of the Arabic version of the Survey started in 2018, when TRA successfully issued the Arabic version of UN survey - 2018.
TRA’s conviction in releasing the survey in Arabic language is based on the following considerations:
The UAE was ranked 21st globally in the overall UN E-Government Development Index (EGDI); thus, maintaining its position of being amongst the 25 leading countries. As a composite indicator, the EGDI is used to measure the readiness and capacity of national institutions to use information and communications technologies (ICTs) to deliver public services. At the global level, Denmark topped in EGDI.
In the Online Services Index (OSI), the UAE was ranked 1st in the Arab and the GCC regions, 4th in Asia region and 8th globally, scoring 0.9 in the index. The Online Service Index has a model of four stages for maturity of eServices. The first stage is providing the public with information online by the government. The second stage is enhancement of information by more public policies, laws, regulations, reports and downloadable publications. The third stage covers procedural services achieved by mutual interaction between the government and the customer. The fourth stage is more advanced and covers connected services.
In the eParticipation Index (EPI), the UAE moved up from the 17th position in 2018 to the 16th position globally. EPI is derived as a supplementary index to the United Nations E-Government Survey. It extends the dimension of the survey by focusing on the government’s use of online services in providing information to its citizens (eInformation sharing), interacting with stakeholders (eConsultation) and engaging in decision-making processes or (eDecision-making). Estonia, Republic of Korea and the USA ranked the highest in the EPI.
The UAE was ranked 7th in Telecommunication Infrastructure Index (TII). The survey praised the strength of the telecom infrastructure in the UAE and its mobilisation of emerging technologies to provide advanced government services. The report highlighted several strategies related to digital government transformation such as Smart Dubai 2021, the Emirates Blockchain Strategy 2021 and the Artificial Intelligence Strategy.
