The UAE hosted the Regional eGovernment Experts Workshop 2019 (ReGE19) to discuss the challenges countries were facing in digital transformation. The event brought key international experts together to explore solutions and learn from the best practices. The UAE also launched the Arabic version of the UN e-Government Survey Report to share knowledge with the Arab countries working on digital transformation. It hosted and chaired several international events related to the ICT sector.
Over the past decade, the GCC countries have made great strides in digital transformation. One of the main reasons behind their success is the close cooperation between these countries at all levels. They have succeeded in providing advanced government services to the public, and they exerted great efforts in adopting modern technology and catching up with the latest trends in the age of 4IR. The UAE plays a pivotal role in promoting the progress in the Gulf region towards digital transformation, taking precedence over this, as it was the first eGovernment at the regional level to be established in 2001.
In 2013, H. H. Sheikh Mohammed bin Rashid, Vice President and Prime Minister of the UAE and Ruler of Dubai launched the Smart Government Initiative. The primary aim of this initiative is to ensure the happiness of all UAE citizens. Sheikh Mohammed describes Smart Government as one that never sleeps (working 24 hours, 365 days a year), is as welcoming as a hotel, provides fast delivery and strong procedures, is innovative and adaptive, serves the citizens at any time and everywhere inside and outside the country, improves lives and responds to expectations.
With its regional commitments to the Sustainable Development Goals and WSIS Action Lines, the UAE also committed to support regional governments to achieve digital transformation.
What the UAE seeks to achieve is to make the government services reach to the level of excellence so that these services become a factor of happiness and sustainable development. It believes that this can be achieved through collective action at the regional and global levels, away from the siloed culture.
In this context, the UAE hosted several meetings and workshops of the International Telecommunication Union (ITU) as well as other global events related to the ICT. The UAE also hosted and chaired several international events related to the ICT sector. One of the latest and most relevant events in this regard was the Regional eGovernment Experts Workshop 2019 (ReGE19).
The UAE initiated World Government Summit in 2013. Held every year, the Summit explores the agenda of the next generation of governments, focusing on harnessing innovation and technology to solve universal challenges that humanity is facing. It endeavours to usher thought leaders, policymakers, businesses and civil society into the future by showcasing cutting-edge government innovation and service excellence. Its mission is, ‘To Inspire and Enable the Next Generation of Governments’. Its vision is ‘To Become the Global Platform for Shaping Future Governments’.

The World Government Summit 2023 was held under the theme of ‘Shaping Future Governments’. The 6 main themes were as follows:

Empowering governments to establish government models, creative policies and technologies through accelerating government service innovation to accommodate global societies.
Future of societies and healthcare
The impact of globalization on virtual societies and the importance of addressing issues of ethical design are becoming increasingly important. The state of global healthcare systems including mental wellbeing, while further analyzing its future developments will be addressed under this theme.
Exploring the frontiers
Pushing the boundaries of knowledge through science and technology to resolve prominent challenges and grasp opportunities on the horizon of the next decade.
Governing economic resilience and connectivity
Strengthening and implementing economic frameworks and policies to accelerate connectivity and economic recovery need to be urgently addressed. By mitigating consequences of severe man-made crises, governments can achieve economic resilience, prosperity, and transparency.
Global city design and sustainability
Accelerating sustainability and securing resources for our rapid urbanizing world is of dire importance. Through urban psychology, smart infrastructure, seamless transportation systems , sustainable energy and production, coupled with citizens’ engagement, governments can create better sustainable cities.
Prioritizing learning and work
Prioritizing learning and work will be vital in achieving and improving generational changes. Governments need to adapt to these rapid changes within workforces and educational sectors to establish new mindsets, work models, national development, and upskilling.
The Summit brought global experts and decision makers from around the globe to share and contribute to the development of tools, policies, and models that are essential in shaping future governments.
Global Government Services Handbook 2023
The Global Government Services Handbook 2023 (PDF, 700 KB) aims to equip government service experience officials with the first global benchmarking reference on citizens’ and residents’ government service experience and best practices to develop future government service experience strategies. The report pioneers several firsts that will help shape government service priorities in the years to come.

In light of its leading role at the regional level regarding eGovernment development, the UAE, in cooperation with other GCC states, hosted the Regional eGovernment Experts Workshop 2019 (ReGE19) to discuss the challenges faced by the stakeholders within the eGovernment Survey. The UAE's Telecommunications and Digital Government Regulatory Authority (TDRA) took the initiative to gather experts in order to explore the challenges under one roof and share its outcome with the rest of the world. As a result, the framework of the Regional eGovernment Experts Workshop 2019 (ReGE19) was designed to bring key international experts together in order to explore issues and challenges concerning the eGovernment development, learn from the best practices and share knowledge.
Purpose of the ReGE19
With eGovernment being at the core of building a strategic sustainable development framework, the focus of ReGE19 was to identify ways of improving the eGovernment development indicators and effectively utilise them in the future in cooperation with all member states. The key objectives of the workshop included:
In cooperation with the United Nations, the UAE’s Telecommunications and Digital Government Regulatory Authority (TRA) launched the Arabic version of the UN e-Government Survey Report. The objective of launching the Arabic version is to share the knowledge with the Arab countries, especially those who are working in the Government domain.
The survey shall give all Arab governments an opportunity to become familiar with global attempts, advanced practices and reports in the field of digital transformation and the standards required to enable them to progress towards such transformation.
The UAE hosted and chaired several international events related to the ICT sector emphasising its position at the regional and international level.

Egypt
In February 2018, the UAE signed a Memorandum of Cooperation with the Egyptian Government to exchange experiences to develop the government services. The agreement aims mainly at the development of the smart services of the Egyptian government, benefiting from the great progress of the UAE government in this field.
With the support and participation of the Government of the UAE, Egypt hosted the Egypt Government Excellence Conference 2018. The UAE's effective contribution to the event demonstrated its government's keenness to forge a strong strategic government partnership and cooperation across various fields.
Jordan
June 2018 saw the signing of a Memorandum of Understanding with Jordan for the development of the government apparatus’ performance and improve its services, with special focus on smart services.
The agreement recognised the importance of developing government services to benefit citizens and service recipients, as well as strengthening institutional capacity and mutual benefit in the development of government work.
