4- Assessing Entities’ Compliance

through Smart Government Enablers

With the launch of the Smart Government

Enablers project as part of the Strategic

Cycle 2014-2016, it was coordinated with

government entities to develop perfor-

mance indicators according to the smart

government pillar of the government en-

ablers.

Assessment criteria were developed for

all indicators according to the best inter-

national practices and the United Nations

E-Government Index, and in line with the

m-Government guidelines and roadmap.

The m-Government certified indicators/

enablers included electronic/smart trans-

formation of federal government services,

use of electronic/smart government ser-

vices, customer satisfaction with elec-

tronic/smart services, public awareness of

electronic/smart services, quality of web-

sites, and compliance of government en-

tities with electronic/smart service quality

standards. Minimum and maximum rates

that need to be achieved in each indicator

were identified.

The m-Government team held several

workshops for federal entities to explain

these indicators and assessment mecha-

nisms and standards for each indicator.

Meetings were also held to agree on tar-

gets for each indicator to ensure achieving

minimum target at least for each indicator.

The 2014 assessment scope included the

government services classified as priority

services, which are offered to individuals

and business sector and can be trans-

formed into electronic/smart services. At

the stage, the assessment includes elec-
