and Prime Minister and Ruler of Dubai
launched the mGovernment initiative to
give the public access to services any-
where and anytime.
His Highness described the future gov-
ernment as one that would never sleep;
it would work around the clock, would be
hospitable like hotels, fast in its transac-
tions, and strong in its procedures. The fu-
ture government will be creative, respon-
sive to change, innovative in its solutions
for all challenges, would facilitate people’s
lives and grant them happiness. It would
contribute in reinforcing the UAE’s posi-
tion as a global leader in digital develop-
ment and in keeping pace with the best
international practices.
The smart transformation process has
covered ten key milestones over the past
two years:
1- m-Government Roadmap:
The m-Government team worked on for-
mulating a clear two-year roadmap that
tracks the transition from an e-Govern-
ment to an m-Government.
The roadmap believed that the UAE gov-
ernment could succeed in setting a bril-
liant example of a smart government to be
followed worldwide.
The roadmap was designed in such a way
to progress in parallel with the federal e-
government strategy by focusing on three
main areas: improving the general envi-
ronment level; enhancing readiness; and
achieving a higher level of customer sat-
isfaction.
The m-Government Transformation road-
map consists of four main tracks: Estab-
lishing the environment for m-Government
to flourish; assessing capability and ca-
pacity of government entities; establish-
ing shared resources across government
entities at the national level; and finally
achieving citizens’ happiness
The roadmap includes a detailed descrip-
tion of the main activities and innovative
implementation and how to maintain a
highly efficient management program, in
addition to key factors of success. The
majority of milestones represent giant
projects that require vast resources, and
sustainable and robust skills and partner-
ships.
The roadmap serves as a guidance tool
for main application operations during the
first phase that extends until 2015. It in-
cludes an overview of the m-Government
environment in the UAE that includes
three groups of stakeholders: ICT sector,
service providers and customers.

clude all corporations related to the prod-
ucts and services of mobile devices, such
as mobile phone network operators, so-
