

9- Smart data and open data project
The UAE Government has long realized
the importance of data, which has been
playing key role with the fast advance-
ment of information technology. It has
launched the “Big Data Strategy” study
where it highlighted this critical subject
and mechanisms according to scientific
and practical approaches that serve the
goals of mGovernment and enable it to
achieve high level of efficiency.
This project comes under the strategic
goal aiming to enhance the e-Govern-
ment and m-Government enablers at the
national level. It includes developing a big
data study, drafting a strategic plan and
roadmap and designing a governance
model and open government data system.
The project is a launch base for many am-
bitious projects for the smart transforma-
tion national plan.
The smart data strategy focuses on three
strategic pillars. The three pillars were
concluded in a benchmark study of key
global experiences upon which many
data policies and strategies were based.
They are efficiency, effectiveness and en-
gagement. The main elements of the effi-
ciency pillar reflect on the development of
government services through the sharing
and reuse of information.
The effectiveness pillar is closely related
to employing scientific analysis tech-
niques in the meaning and purpose of
data to reach more accurate results that
are commensurate with current needs
and future expectations. The engagement
pillar encourages analysis and innovation
through the open data concept to the pub-
lic to encourage scientific inspiration and
maximize development.
The initiative includes the launch of open
government data portal in collaboration
with the National Bureau of Statistics. The
portal will be managed according to the
latest international techniques and meth-
odologies, to enhance the UAE’s position
as a leading country on service indexes
and electronic presence.
For future plans, the UAE m-Government
plans to implement the technical require-
ments to complete the network readiness
for smart data as well as develop initia-
tives in the roadmap in the implementa-
tion phase.
10- National plan to implement m-Gov-
ernment objectives (post 2015)
The national plan was derived from thor-
ough examination of current government
strategies and plans to benefit from them
and explore new areas and initiatives as
well as open the door for more innovation.
The ultimate goal is to establish a distin-
guished mGov model for the government
of the future. The national plan seeks
to achieve the mGovernment objectives
and meet the needs for future years as
part of the transition into an mGovern-
ment. The plan takes into consideration
the various aspects of government and
non-government work and the needs of
various stakeholders in context of this gi-
ant national project. The plan comprises
several cooperation and action initiatives
based on made accomplishments such as
the mGov Guidelines, Roadmap, studies
and surveys. Feedback from all stakehold-
ers and mGov experts has been taken
into consideration. Studies have been
conducted based on the architecture and
frameworks of mobile governments in
several countries, as well as international
excellence standards and best practices.
The plan focuses on three key pillars:
