Rehabilitation of people of determination
The UAE is committed to promoting the rights, inclusion and wellbeing of people of determination.
Article 3 of the Federal Law No. 29 of 2006 Concerning the Rights of People with Special Needs (PDF, 500KB), provides: The UAE guarantees people of determination (people with special needs), the equality and non-discrimination in all policies and programmes and take appropriate measures to prevent discrimination. The law mentions that people with special needs have the right to rehabilitation and support services.
Several government entities provide dedicated cards and permits to ensure access to services and facilities:
- Ministry of Interior issues parking permits for people of determination. With this card, the holder can use parking spaces designated for them.
- In Abu Dhabi, Zayed Authority for People of Determination works as an umbrella for all humanitarian bodies, social services, orphanages, special needs institutions and any future bodies established in Abu Dhabi for such goals. They bring together many services for people of determination.
- In Dubai, the Community Development Authority (CDA) issues Sanad Card to Emiratis and residents of determination. The card provides access to specialised services and privileges.
