Rehabilitation of people of determination
Article 3 of the Federal Law No. 29 of 2006 Concerning the Rights of People with Special Needs (PDF, 500KB), provides: The UAE guarantees people of determination (people with special needs), the equality and non-discrimination in all policies and programmes and take appropriate measures to prevent discrimination. The law mentions that people with special needs have the right to rehabilitation and support services.
Ministry of Community Empowerment issues a personal card to people of determination. This card entitles them to services and facilities from various authorities and sectors throughout the country.
Ministry of Interior issues parking permits for people of determination. With this card, the holder can use parking spaces designated for them.
Zayed Authority for People of Determination works as an umbrella for all humanitarian bodies, social services, orphanages, special needs institutions and any future bodies established in Abu Dhabi for such goals. They bring together many services for people of determination.
Community Development Authority in Dubai issues Sanad card to Emiratis and expatriate residents of determination. Holders of the Sanad card are entitled to special services and privileges.
