The Community Engagement Unit is an eParticipation tool launched through the ‘UAE legislation platform’, which is the official platform for viewing all the legislations of the UAE government. The platform is developed and managed by the General Secretariat of the Cabinet in collaboration with competent authorities.
The unit helps encourage the public and stakeholders to share their views and feedback on public policies and federal legislation.
It promotes a collaborative approach to developing and updating policies and laws by involving both the public and private sectors, in addition to UAE nationals and residents before a legislation is issued, as well as during the review of an existing legislation.
‘Business Groups’ have also been established to provide specialists and stakeholders with a more structured and organised channel to share comments, suggestions and
recommendations.
Federal government entities can request to launch a consultation through the community engagement unit about related laws and policies, and select the relevant business group(s) that affiliates to this consultation. The consultation can be open (public access) or closed (access restricted to specific entities or the selected business group(s)).
Objectives
The objectives of the Community engagement unit are to:
- involve the public in developing, reviewing and updating UAE legislative framework
- provide stakeholders with the opportunity to share comments, suggestions and recommendations on existing laws, legislation and policies, as well as those under development or review
- improve and digitise the consultation process with relevant stakeholders in line with the government’s vision.
The Process of Consultation on the Community Engagement Unit
The process of consultation on the Community engagement unit involves:
- submitting the suggested consultation topic to the General Secretariat of the Cabinet by the entity concerned
- completing the consultation request form
- notifying the stakeholders to participate in the consultation
- launching the consultation to receive opinions and feedback
- collecting all responses and submitting them to the entity concerned, for analysis and consideration of participants’ feedback in the development of the legislative framework.

Strategic Impact
The Community engagement unit on the UAE legislation platform strengthens public participation in the development of laws and policies by enabling individuals, businesses and specialists to share their views and suggestions through a transparent and digital process. The initiative supports the development of more effective, practical, and advanced legislation and public policies while enhancing collaboration between government entities and the community.
It is also in line with the UAE’s direction towards promoting digital participation in decision-making processes. It supports the UAE’s digital government vision and contributes to improving the country’s performance in digital participation indicators, including the UN E-Participation Index.
