The United Arab Emirates has long been a pioneer in digital government, being among the first countries to launch an eGovernment initiative in the early 2000s, driven by the visionary leadership of the nation. Since then, the UAE has continued to lead through various stages of digital evolution, culminating in today’s digital government era—one that aligns with the Fourth Industrial Revolution and the age of advanced data-driven technologies powered by artificial intelligence. This transformation has ingrained a culture of digitalization as a way of life within society.
The Telecommunications and Digital Government Regulatory Authority (TDRA), the federal entity responsible for steering digital transformation in the UAE, launched the National Digital Transformation Enablers Initiative in 2014. TDRA’s mandate includes proposing relevant legislation and policies, as well as planning, implementing, and managing digital transformation programs and projects in line with global best practices and the national digital government strategy. The ultimate goal is to achieve a comprehensive and integrated transformation, delivering innovative, efficient, and accessible services, while setting new standards in digital governance—both regionally and globally.
The initiative is not only shaping a digital future for coming generations, but also contributing to societal well-being and sustainable development, with the overarching vision of positioning the UAE as the world is leading digital government.
The initiative has achieved remarkable progress, outperforming global benchmarks. Development was approached with agility to ensure efficiency and effectiveness. The strategic roadmap included 64 national digital initiatives, such as the IPv6 Strategy, Proactive Business Bundles, the UAE Digital Identity, Digital Signature, and others.
A comprehensive study conducted to assess the outcomes of national plans and digital enablers. The results in 2024 indicate a return on investment of AED 20 billion in direct government savings, and 530 million working hours saved across government entities.
