Federal Decree with its objectives and terms

of reference which is the new amendment

in the federal decree on regulating the

telecommunications sector in UAE.

The council aims to support and develop

ICT sector in UAE, to encourage investment

in ICT sector and competition between the

operators, in addition to achieve a leading

position in ICT sector worldwide.

The draft bill discussion witnessed

argumentation

between

the

council

members themselves about subordination of

ACT Senior Policies Council under the Audit

Bureau from one hand and between the

government representatives who insisted

not to subject the council to theAudit Bureau.

HE Noura Hilal Al Kaabi,State Minister for

FNC Affairs, put an end to the argument

by her approval to any resolution passed by

the council members for the draft bill. The

council resolved not to grant an exception

to the council from the Audit Bureau control.

According to the draft bill, ICT Senior Policies

Council will be established by Federal Decree

and chaired by a representative from the

Ministry of Presidential Affairs and members

from the following bodies: Ministries of

Interior, Economy & Finance, Emirate

Investment Authority, General Authority for

Regulating Telecommunications Sector,

National Electronic Security Authority, State

Security Department.

ICT Senior Policies Council is considered

under the draft bill the supreme authority

in supervision on communications and

information technology in UAE. It has solely

the powers and authorities to recommend

ICT-related senior policies and strategies.
