ICT Sector Senior Policies Council to be established
FNC approves the amendment of
Telecommunications Regulation Law
The Federal National Council approved, in
6th session in the first ordinary meeting of
the 16th legislative chapter chaired by Dr.
Amal Abdullah Al Qubaisi, the federal draft
bill of amendment of federal decree-law No
3 of 2003 on telecommunications sector
regulation.
The amendment includes formation of ICT
Senior Policies Council in UAE after long
discussion between the council members
and the government representatives.
The session witnessed debates between
the council members and the government
representatives about the ICT Senior Policies
Council to be established subordination to
the Audit Bureau. The discussion ended
with deletion of three clauses that grant the
council financial independence.
HE Noura Mohammed Hilal Al Kaabi, State
Minister for Federal National Council Affairs,
HE Hamad Obaid Al Mansoori, Director
General of General Authority for Regulating
Telecommunications Sector, Farouk Al Arabi,
Legal Consultant in Presidential Affairs, and a
number of TRA officers attended the session.
The council confirmed that the draft bill
is important as it is intended to build a
sustainablediversifiedeconomythatincludes
advanced infrastructure of information and
communications, development of national
human capital capacities, continuation
of development of competiveness, and
attraction of direct foreign investment in
addition to advanced educational system.
The project further seeks to build interactive
e-government
and
highly-productive
knowledge-based economy that could
improve the productivity and competiveness
to match the best international economies.

technology researches and studies.

Authority
of
Regulating
Telecommunications Sector said that the
amendment enhances the role of the Authority
inregulatingTelecommunicationssectorinUAE
through segregation of the terms of reference
between the Authority and the Council.
He indicated that all terms of reference of the
Authority will be transferred to the Council
which allows the Authority to carry out its
daily businesses and activities and to contact
the operators in UAE on a regular basis in
addition to achieve the UAE commitments
with the World Trade Organization.
