What is the role played by TRA since
the mGovernment initiative was
launched in May 2013?
When His Highness Sheikh Mohammed
bin Rashid Al Maktoum, UAE Vice-Pres-
ident and Prime Minister and Ruler of
Dubai launched the mGovernment initia-
tive in May 2013, he stressed that it came
to achieve the UAE Vision 2021. Accord-
ing to His Highness, the government of
the future works 24/7 and 365 days a
year. It is as hospitable as hotels, fast in
delivering and strong in its procedures. It
responds quickly to changes, innovates
solutions to address challenges and
make people’s lives easier. The initiative
aims to consolidate the UAE’s position in
e-services delivery to be on par with in-
ternational best practices.
When TRA was approached by the Prime
Minister’s Office to lay the foundations
of the initiative and guide all government
and federal entities towards a smooth
transition, TRA has set a roadmap in this
regard.
To bring the initiative into reality, TRA has
set in place a detailed and clear roadmap
for transition into a mobile government.
The roadmap is comprehensive and en-
compasses technical, administrative,
regulatory, economic, media and aware-
ness aspects. It also issued guidelines
for all government entities to serve as
technical reference in the field of smart
service development. The guidelines are
thorough and cover everything related
to easy usage, security, look, quality and
choice of vendors.
What are the mGovernment’s key ini-
tiatives and projects?
The FedNet is one of the mGovernment’s
major projects. It complements the exist-
ing networks at local eGovernments such
as Abu Dhabi and Dubai. FedNet will host
the federal government entities data in a
high-secure environment.
FedNet is the main platform for develop-
ing both eGovernment and smart gov-
ernment. It is essential for transactions,
services and solutions that altogether
constitute the e-commerce and mobile
government environment.
Trusted Service Manager (TSM) is an-
other key initiative of the Mobile Gov-
ernment, providing payment services as
part of a highly secure smart ecommerce
environment. The mGovernment Centre
of Digital Innovation provides an efficient
lab for all app developers and university
students to test government applications
and obtain technical consultation. The
center helps to train and provide efficient
national cadres in the field of government
app development.
