The Ministry of Higher Education and Scientific Research is responsible for the issuance of institutional licensure for new higher education institutions in the country.
Applications must be submitted in accordance with the requirements of the Outcomes-Based Evaluation Framework (OBEF) through the e-services portal of the Ministry.

The Ministry also offers the Renewal of Institutional Licensure service via its website. This service allows users to renew an institutional licence in accordance with the requirements of the Outcome-Based Evaluation Framework (OBEF). All requirements for institutional licence renewal are available through this service.
The institution must complete all institutional licence renewal requirements at least three months prior to the expiry of the current licence.
