The UAE government entities follow a fair and transparent system for tendering and awarding contracts. All invitations to bid are made public and are accompanied by a clear set of guidelines that bidders must follow. In order to be able to bid for government contracts, all bidders must register on the respective eProcurement system.
Ministry of Finance has an advanced procurement system for all federal entities through which it announces purchases related to MoF or other ministries and federal entities. Through this system, it announces the contracts and invites tenders. In addition, it has a tenders and auctions system that ensures the success of purchases and helps in reducing financial and administrative costs by qualifying suppliers to participate in tenders, auctions and bids.
To register with Ministry of Finance, suppliers must meet the requirements set out, submit required documents, as well as pay the fees. After their registration is accepted, suppliers can access and participate in federal tenders by joining the Federal Supplier Register that provides several advantages, including the ability to view approved tenders and auctions and results of government bidding. They can cancel or modify those with publication dates that are still valid. Only those suppliers who are registered on the Supplier’s register can view winning bids as they are automated within the eProcurement system and seen only by registered suppliers.
Registration needs to be renewed annually. All these procedures can be carried out online.

The Dubai government utilises the online eSupply portal operated by Dubai eGovernment and Tejari. The eSupply portal has created an official eSupply procurement portal for Dubai Government and the online destination for all suppliers interested in dealing with Dubai government entities.
Dubai Municipality provides all tenders and procurements including those that will be launched in future. View future tenders and bids of Dubai Municipality.
Sharjah Government follows a similar procedure to register contractors and issue contracts.
The government bodies will verify the company that applied for registration and on successful verification, the company will appear in its 'list of approved suppliers'. This will entitle contractors to bid for tenders.
