The Agenda
With a budget of AED 208 billion, the Dubai Social Agenda 33 represents Dubai Government’s comprehensive plan for its community until 2033. It aims to support Emirati families by protecting, empowering and enhancing various aspects of their lives. It addresses areas such as housing, quality of life, identity and values, social cohesion, healthcare and future skills for new generation.
Purpose
The Dubai Social Agenda 33 has 5 purposes. They are:
- fostering happy, cohesive and tolerant families that are connected to local values and the national identity
- building the most efficient healthcare system by promoting healthy lifestyles, quality of affordable healthcare, preventive and physical and mental health services
- establishing an education system that meets Dubai’s future aspirations, enhancingits human capital through high-quality, affordable education across diverse platforms that equip students with future skills
- creating a proactive social system that provides protection and empowerment, ensuring equal opportunities to all segments of the community. This includes promoting social and humanitarian work as well as volunteering activities at individual and institutional levels
- providing the best living experience, residential services, cultural and sporting events and highlighting the Emirati cultural, architectural and environmental legacies.
Objectives
The Dubai Social Agenda 33 outlines six objectives for the next decade. They are:
- positioning Dubai among the world’s top 3 cities in terms of standard of living
- achieving a healthy life expectancy that ranks among the world’s top ten
- establishing the quality of education in Dubai among the world’s top 10 cities
- tripling the number of Emiratis working in the private sector
- providing a land plot and a loan for every new Emirati family within one year of their application
- supporting efforts to double the number of new Emirati families in Dubai.

First series of transformative projects
The first series of approved projects of Dubai Social Agenda 33 include the allocation of 3,500 plots of land to be distributed among citizens in Dubai, besides providing 2,300 ready-to-move-in houses across Dubai valued at AED 5.5 billion.
The new area designated for the housing project for citizens is named ‘Latifa City’.

Dubai Retiree Projects Support programme
Dubai Retiree Projects Support Programme offers retired Emirati in Dubai, benefits and incentives that include:
- priority in being assigned to government projects
- financing of their future projects
- exemption from service fees for five years
- consultation support for their projects to ensure optimal returns.
In addition to supporting their small and medium-sized businesses, the programme gives them priority in undertaking government projects and bids in coordination with relevant entities.
The Dubai Retiree Project Support programme targets two groups of Dubai citizens; the already retired and those approaching retirement.
The programme aims to:
- utilise the expertise of retirees to support Dubai’s development
- enhance their well-being and family stability
- strengthen their social solidarity
- achieve development and economic sustainability.
Retired Dubai citizens, and employees approaching retirement, can benefit from the services offered as part of the Dubai Retiree Projects Support programme by applying through Dubai SME.
The programme is part of Dubai Social Agenda 33, under the theme ‘Family: The Foundation of Our Nation’. Dubai Police General Command and Dubai's Department of Economy and Tourism, represented by Mohammed Bin Rashid Establishment for Small and Medium Enterprises (Dubai SME), signed an MoU for the launch of the ‘Dubai Retiree Projects Support programme’.
Dubai Integrated Housing Center
‘Dubai Integrated Housing Center’ will provide residential services to citizens. It will address the diverse needs of citizens, with a specific focus on housing, construction and land services, including the selection and allocation of residential lands.
It will also provide comprehensive housing services, encompassing personalised design and budget planning tailored to family size, assistance in selecting interior design and colour schemes, consultation on construction and financial planning and the estimation of project costs. In addition, the Center will provide comprehensive support, including consultancy for design selection, guidance on cost-saving measures and assistance with financing through banks.
The Center aims to achieve the primary objective of the Dubai Social Agenda 33, aiming to position Dubai as a global benchmark for housing services. The goal is to create a comfortable environment with convenient access, ensuring a seamless, easy and efficient home-building experience for citizens.
The government entities offering services through the Center include the Mohammed Bin Rashid Housing Establishment; Dubai’s Roads and Transport Authority, Dubai Municipality and Dubai Land Department.

As a part of the Dubai Social Agenda 33, the Hamdan bin Mohammed Academic Scholarship Programme allocated AED 1.1 billion to support the higher education of meritorious Emirati school graduates. The programme, which will fund 100 students annually, will start accepting applications in April 2024 for the academic year 2024-2025. Students can apply through the DubaiNow platform.
The selection criteria will be subject to the terms and conditions set by Knowledge and Human Development Authority (KHDA). The application window will be aligned with the announcement of high school results taking into account timeframes for different curricula.
The programme aspires to position Dubai among the top 10 cities in terms of quality of education globally, by 2033. It is designed to provide students with scholarships to prestigious international universities for specialised studies that are compatible with the needs of Dubai’s economy.
