The ‘Digital Procurement Policy’ (in Arabic, PDF, 722 KB) of Ministry of Finance (MoF) establishes guidelines, controls and standards for federal government procurement operations. Its primary focus is on engaging all relevant stakeholders and participants in the procurement of products and services in federal entities, and ensuring efficient execution of these operations to guarantee quality, cost-effectiveness and transparency.

It also seeks to reinforce the role of the procurement units, enabling them to provide support to organisational units that request high-quality products or services through the ‘Digital Procurement System’. This approach is intended to enhance efficiency and effectiveness, offering flexibility in responding to market changes and ensuring competitive prices and offers.

Objectives

This policy aims to:

• enhance the performance of procurement and contracting operations and improve the efficiency of planning and procurement management at the federal level
• standardise the procurement procedures and methods for federal entities and define the roles and responsibilities of the unit responsible for federal procurement
• offer guidance related to procurement processes and activities that occur within and outside the ‘Digital Procurement System’ in federal entities
• clarify the types of products or services falling outside the scope of the ‘Digital Procurement System’
• highlight the consequences of non-compliance with the procurement policy and encourage full adherence to procurement-related activities
• serve as a reference guide for auditing procurement processes and procedures.

Scope

The ‘Digital Procurement Policy’ applies to all federal entities and suppliers engaged in the procurement or provision of products and services to federal entities, except:

1. Ministry of Defence
2. State security authorities
3. construction projects and contracts
4. federal entities associated with international agreements or obligations relevant to their procurement activities
5. all purchases of a military nature carried out by Ministry of Interior or any federal security or military entity
6. all purchases of medicinal drugs
7. all partnership contracts with the private sector.

The UAE Cabinet, in consultation with MoF, holds the authority to add or remove federal entities from the scope of this policy, as they deem necessary.
