It is notable that the Gulf countries, in general, achieved
rates higher than the general rate, indicating that Gulf
governments› interest to provide their services in smart
electronic way to please the clients and promote their
welfare.
Based on the report, the United Kingdom ranked in the first
position globally in smart E-services index, followed by
Australia, Singapore, Canada and South Korea.
The following figure showed the top performance countries
in smart e-services index 2016.
In the electronic participation index,
the UAE and Bahrain came in the first
position at the Arab level and achieved
the 32th position globally. The electronic
participation index is considered a
supplementary index of the UN survey
on the electronic government. The
index extends the scope of study
through concentrating on the citizen
participations
in
making
public
decisions and providing information
to citizen by government in easy way,
interacting with beneficiaries and
cooperating in the electronic decision-
making processes.
According
to
the
same
report,
the UAE advanced 18 positions in
Telecommunication Infrastructure Index
(TII), to reach the 25th position globally.
The index consists of five sub-indexes: The
Internet Users Index, the fixed broadband
internet subscription index, the wireless
broadband internet subscription index,
the landline subscription index along with
the mobile subscription index.
The
compound
value
of
the
telecommunication infrastructure is the
simple arithmetic average of the five sub-
indexes. The result shall be measured by
calculating its performance compared
with the value achieved by the highest
state and lowest state.
In Human Capital Index, the UAE
advanced 10 positions compared with the
previous report issued in 2014. The UAE
came in the 107th ranking globally. This
index is composed of four sub-indexes:
The index of expected study years, the
index of average study years, the Gross
enrolment ratio in addition to the Adult
literacy index (ALI).
The composite value of human capital
of the state is the arithmetic average of
the four indexes, with allocating special
weight for each sub-index. Hence, the
final results of the state shall be measured
by calculating its performance compared
to the value achieved by highest and
lowest state.
The United Nations Department of
Economic and Social Affairs issued a
periodic report that highlighted the
E-government development in the 193
member states. The report is considered a
global reference in the field of electronic
government. The report has gained an
increasing importance as the United
Nations has issued the report directly
since 2003. Since 2008, the assessment
has been carried out every two years.
