His Highness Sheikh Mohammed bin
Rashid Al Maktoum, UAE Vice –President
and Prime Minister and Ruler of Dubai, is-
sued law no. 19 of 2015, officially setting
up Museum of the Future. Law Number 19
of 2015 aims to boost the state’s innovation
environment to keep pace with the require-
ments of the new generation to build smart
cities.
Sheikh Mohammed also issued decree no.
27, appointing Sheikh Hamdan bin Mo-
hammed bin Rashid Al Maktoum, Crown
Prince of Dubai and Chairman of Dubai
Executive Council, as Chairman of the
Board of Trustees of the museum.
His Highness further issued law no. 20 of
2015 on levying fee of 10 Dirhams, called
the “Innovation Dirham” fee in addition to
the “Knowledge Dirham” for transaction
carried at any public department. The “In-
novation Dirham” fee collected shall be al-
located to support the Museum of the Fu-
ture and its projects as per a decision from
the Chairman of the Board of Trustees of
the museum of future.
The Law of the Museum of the Future also
establishes a research endowment named
‘Dubai Foundation for the Museum of Fu-
ture’, dedicated to overseeing the museum.
It enjoys corporate body status, financial
and administrative autonomy and neces-
sary legal capacity to carry out its duties.
The objectives of the establishment in ac-
cordance with the law include enhancing
the country’s status to adopt ideas, initia-
tives, and innovative inventions, contribute
to building a knowledge-based economy,
forward thinking and creating a platform
that resembles an incubator for ideas and
innovation that supports the development
of a stimulating environment for innova-
tion and constitutes a source of inspiration
for innovators and inventors and pioneers
from around the world.
In addition, the objectives also include
long-term development solutions for the
challenges facing future cities and promot-
ing community awareness of the impor-
tance of innovation to stimulate inventions
and innovations at local, regional and inter-
national levels.
The establishment will also be responsible
for the construction and oper-
ation of the museum building and associat-
ed facilities, and promote it locally, region-
ally and internationally and the creation of
research centers focused on sciences and
sectors of the future, and attract research-
ers, inventors, research centers, leading
scientific institutions and major companies
in the world. The museum aims to be the
world’s best innovation hub and the larg-
est platform to develop technological solu-
tions to challenges in the education, health,
smart cities, transport and energy fields.
The establishment also manages the de-
sign and presentation of inventions and
designs, unique and innovative exhibitions,
conferences, training courses and work-
shops, counselling, encouragement and
issuing research, studies and publications
and specialized periodicals and invests in
future inventions for goods and services
and promotes them.
The functions of the Dubai Foundation for
the Museum of Future will include the es-
tablishment of research centers to explore
the next generation of science and technol-
ogy and building the capacity of research-
ers and innovators from around the world
in cooperation with the best educational in-
stitutions and specialized research centers
in the world and also the launch of awards
and incentive programmes for future inven-
tions and innovations. It will contribute in
the creation of institutions and companies,
as well as companies and projects related
to the objectives of the museums and con-
cluding relevant partnerships, agreements
and MoUs.
The Foundation comprises two organiza-
tional levels: the Board of Trustees and Ex-
ecutive Apparatus. The Board of Trustees
comprises the Chairman, Deputy Chair-
man and a number of competent and ex-
perienced members, who are appointed on
a three-year basis that can be extended.
The Board of Trustees is responsible for
overseeing the Foundation and ensur-
ing it carries out its duties stipulated by the
law. Duties include approval of the general
policy, and strategic and operational plans,
monitoring their implementation, approv-
ing annual budget and closing accounts, as
well as projects, programmes and initiatives.
Other duties include proposing regulations,
approving partnership projects, forming
committees and permanent and temporary
action groups, and approving the annual re-
port and forwarding it to the Ruler.
Sheikh Mohammed also issued a decree
appointing the Board of Trustees to be
chaired by Dubai Crown Prince and Chair-
man of Dubai Executive Council His High-
ness Sheikh Hamdan bin Mohammed
bin Rashid Al Maktoum. The decree also
namedMohammedAbdullahAl Gargawi as
Deputy Chairman. Members of the Board
of Trustees are MohammedAbdul Rahman
Al Owais, Hussain Ibrahim Al Hammadi,
Uhood Khalfan Al Roumi, Ahmed Abdullah
bin Bayat, Hussain Nasser Lootah, Major
General Khamis Matar bin Mazina, Matar
