The UAE model pays great attention to forecast and plan for
the future ina scientific, accuratemanner inconformitywith
reliable standards. The wise leadership does not wait for the

as well as flexible, creative and proactive solutions which conform

A well-planned future has two distinguished features of the
development experience in the UAE, which always look forward to
realizing leadership in all fields in order to consolidate its status on
the map of the advanced countries.
The UAE future strategy, which came under the directives of His
Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the
United Arab Emirates «May Allah protect him, and adopted by
His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice
President and Prime Minister of the United Arab Emirates, and ruler
ofDubai,contributestoearlyforecastofopportunitiesandchallenges
inall vital sectors in the state, alongwithanalyzingopportunities and
developing long-term proactive plans at all levels to accomplish a
quality achievement in order to serve the state interests.
The Issue 37 of «Smart Government» sheds light on the strategy
that develop mechanisms and methods necessary to develop
governmentalsystemsthatmakefutureforecastapartofthestrategic
planning process in the governmental entities and launch studies
and scenarios to forecast in all vital sectors on the ground through
several options, including establishing a future specialized college
for forecasting the future and sending specialized missions to the
main international universities in the field of strategic planning and
releasing a periodical report from the cabinet about the state future
forecast.
In another report, this issue sheds light on a project dubbed «Dubai
Future Accelerators» of the innovative systembelonged to theDubai
Future Foundation launched by His Highness Sheikh Mohammed
Bin Rashid Al Maktoum. The project aims at enhancing the status of
the UAE and Dubai as a world center for the future industry.
His Highness Sheikh Mohammed Bin Rashid Al Maktoum stressed
that theUAEhas thebestmindsworldwidewithapurposeofmaking
the world future. He said: «We start today a new phase to build an
integrated system to forecast the future and develop an economic
model based on the future through adopting plans and proper
implementation tools to realize this purpose».
Through this initiative, his highness establishes a new phases,
through which the UAE would reach world prospects and promotes
its competitive status. This confirms that his highness is unique
leader, who likes leading such phases and urges his teamwork to
challenge themselves by raising their aspirations and expectations.
In this issue, we also highlights efforts exerted by the
Telecommunications Regulatory Authority in interlinking
government authorities to realize the government vision in
integrating and interlinking the governmental services, facilitating
data exchange processes between different authorities with a
purpose of enhancing anddeveloping services provided to clients in
conformity with the leadership goals to satisfy the clients.
In this regard, Smart Dubai Government, the executive army
of the the Smart Dubai Government Program in the authority,
in cooperation with the Prime Minister›s Office, has launched
«Government Service Business» project, which is considered a
platform to connect governmental authorities› services through
a safe electronic environment with a purpose of contributing in
simplifying the procedures, integrating governmental services and
enhancing their quality.
His Excellency Hamad Obaid Al Mansoori, TRADirector General,
considered the project one of themajor shifts in the authoritymarch
towards embodying the directives of the wise leadership in the field
of Smart Transformation in order to apply the UAE vision, which all
authorities, whether federal or local, seek to transfer into a tangible
reality. He noted that the project will have an impact directly on
clients, institutions and employees.
Furthermore, Smart Government interviewedHis Excellency Rashid
Lahej Al Mansoori, Director General of Abu Dhabi Systems and
Information Center (ADSIC). He stressed that the center is keen on
providing governmental services in conformity with the highest
international standards in terms of easy data access, safety, speed,
reliability and transparency through a new and effective electronic
governmental platform, which can be compared with their similar
platform worldwide and mainly direct to clients, a matter which
contributes to achieving Abu Dhabi 2030 Plan and the vision of its
wise government in order to be one of the top five governments in
the world.
He pointed out that the future electronic initiatives launched by
Abu Dhabi Electronic Government, such as Government Cloud
Computing Strategy, will mainly work for supporting the digital
government concept and promote the economic development and
adopt a smart living standard in the Emirate.
He also emphasized on the center›s keenness to promote and
develop communications technology sector through upgrading
government services quality, noting that the center has come a long
way in keep up with vigorous changes worldwide according to the
best practices to promote the knowledge economy in the state and
realize the goals of Abu Dhabi Strategic Plan.
