Abu Dhabi Traffic Police receives
reports via
“City Guard”
A group of young Emiratis under the name
Dubai Design Team developed a smart
program called SMS Charity.
The program allows users to donate
through an SMS seamlessly and easily.
The team has been able to provide this
service to eleven humanitarian founda-
tions as well as to charity campaigns
throughout the UAE; donors can choose
the foundation or society of their prefer-
ence for donation and can send their do-
nation to be deducted directly from their
credit.
Beit Al Khair Society was among the so-
cieties that participated in this service
and encouraged this program that was
developed by nationals. This came as a
step to encourage the inclusion of smart
programs in charity work to make it easier
for donors and maximize benefits and the
necessary financing of charity.
Dr. Ahmed Abdul Aziz al Haddad, the
Grand Mufti of Dubai and director of the
Dubai Fatwa Administration with the De-
partment of Islamic Affairs and Chari-
table Activities recently announced it is
Islamically permissible to donate through
telecommunications companies. He ex-
plained that in the event of donating from
the subscriber’s credit on the prepaid sys-
tem, there is no problem in that as the do-
nation is immediately deducted and deliv-
ered to the recipient.
He added that in the event of donating
through payment on the bill system, this
donation is considered a loan from the
telecommunications companies. The do-
nation amount is lent and paid on behalf
of the subscriber to be collected upon pay-
ment of the bill. In this case, Etisalat must
not receive a fee for such loan and may
not take a percentage of the prepaid card
as this will be a community contribution
by it and not a loan with an interest. This
will be an Islamically permissible effort for
which it will be rewarded.
The Traffic and Patrols Directorate at Abu
Dhabi Police GHQ announced that it will
be receiving reports about traffic-related
incidents from the public, such as traf-
fic violations committed by motorists on
internal and external roads in Abu Dhabi
through the e-Government application,
the CityGuard.
According to the directorate, the applica-
tion was launched out of its firm belief that
road safety is a social responsibility that
requires concerted efforts from all soci-
ety segments; in the quest to make traffic
safety a common behaviour.
Brigadier Eng. Hussein Ahmed Al Harithi,
Director of Traffic and Patrols Director-
ate, noted that the directorate receives
documented reports from the public about
cases of traffic law violations by taking a
photo or recording a video. “It is necessary
to indicate the number and type of vehi-
cle, location and time of violation and the
street where it took place,” he said.
‘These reports will be handled with confi-
dentiality without disclosing the identity of
individuals who made the report, to check
their validity and take the appropriate
measures,” he added.
Al Harithi called on all segments of society
to assume their civic responsibility through
the “Community is a Traffic Cop” initiative,
launched by the directorate. The initiative
aims to promote interactive participation
in the efforts to provide traffic safety and
to report traffic violations and dangerous
behaviour by motorists, whether on inter-
nal or external roads or inside residential
neighborhoods.
“Violations include show-off and stunts
with vehicles, overtaking on the hard
shoulder of the road, jumping red light
signals, overtaking trucks and other viola-
tions,” he explained.
